Eileen Berry holds a bachelor's degree in Criminal Justice from the University of New Haven and a master's degree in Management from John Hopkins University in Baltimore, MD.

She began her law enforcement career as a Bethel CT Police Officer, in addition to being a Special Agent with the Naval Investigative Service in Philadelphia, PA. She spent 27 years with the United States Secret Service. Throughout her career, she completed assignments at the New York Field Office in New York City, and in Washington DC, she held various positions within numerous divisions to include the Vice Presidential Protective Division, Counterfeit Division, Inspection Division, the Training Academy, and the Ombudsman Program. During her assignment on the Vice Presidential Detail she conducted and implemented security plans for the protection of the Vice President. One unique protective assignment was when she led the advance team for the Vice President’s visit to Seoul, South Korea and the Demilitarized Zone. While assigned to the Counterfeit Division she developed and implemented a global investigative strategy targeting terrorist and criminal organizations involved in the manufacture of an extremely high quality counterfeit $100 Federal Reserve Note circulated throughout the world. Eileen created a highly successful shared partnership between the National Crime Squad in the United Kingdom and the US Secret Service which led to the successful prosecution of the criminal counterfeiting distribution network.

She completed her career as the Assistant Special Agent in Charge of the Miami Field Office. In this capacity, she provided leadership overseeing professional and technical personnel in the field office, including special agents, technology and communication experts supporting the US Secret Service protective and investigative functions in south Florida, Puerto Rico and South America.

Upon retirement from the U.S. Secret Service, she joined the Anti-Money Laundering (AML) Global Investigative Unit of Citibank in Fort Lauderdale, FL. After a number of years, she moved to Regions Bank, also in Fort Lauderdale, FL. As an AML Investigator, she analyzes and reports any suspicious banking activity to include terrorist financing, human trafficking, fraud and other financial crimes.

She is considered an expert in executive protection, investigations, intelligence, financial institution fraud and AML.

Attorney Davey’s first association with the University of New Haven started in the fall of 1973 when he read a brochure for the University’s then new innovative and exciting Graduate School offering of a “M.A. in Community Psychology.” This emerging specialty matched his interest as he approached the completion of his undergraduate studies with a dual major in Psychology and Sociology at Nasson College (Springvale, Me). It was a perfect match. His enthusiasm remains high for the University. The rest is history.

With an emphasis on practical training in three internships (individual interventions at the Milford Council on Aging, community development through Model Cities Program in New Haven, and statewide public policy changes through Connecticut Youth Services Association), the Community Psychology program laid a foundation for micro and macro interventions that combined a focus on concurrent change on an individual, community and societal levels. With no shortage of creativity, Attorney Davey’s career started in youth employment and municipal mental health outpatient before managing delinquency prevention and positive youth development grants-in-aid and handling the State of Connecticut’s federal compliance initiatives in Child Welfare and Developmental Disabilities. Thereafter, the Connecticut Commission on Long Term Care provided an opportunity to work with 14 state agency heads to ensure state programs reached our most vulnerable state citizens through better integration and coordination. Part of his role was to serve as a legislative liaison between the agencies and the General Assembly.

Attorney Davey’s experiences led him to earn a law degree at the University of Connecticut School of Law and join the Office of the Attorney General as an Assistant Attorney General where he provided legal services to a variety of state departments, including Public Health, Education, Social Services, and Veteran’s Affairs. Attorney Davey’s trial practice case load emphasized complex litigation with significant public policy issues and/or high liability exposures within the Torts and Civil Rights Department. His practice also included serving as counsel to numerous licensing boards and commissions and handling of appeals from final agency decisions, including child abuse prosecutions that occurred in licensed facilities.

After spending 45 years in the public sector, including the last 29 years as an Assistant Attorney General under four different Attorney Generals, Attorney Davey transitioned into private practice at Garcia & Milas, P.C., where he continues to emphasize complex litigation trial practice, estate and probate matters, and insurance coverage issues. He also serves as arbitrator and mediator for the American Arbitration Association.

Professional Associations and Community Activities: Mr. Davey is a member of the American and Connecticut Bar Associations. He has provided leadership to the CBA Administrative Law Section over several decades. He is a frequent lecturer on administrative law and civil procedure. In January of 2019, he was an administrative law lecturer at the University of New Haven Henry C. Lee Institute Training Program with representatives of Schandnog Province, People’s Republic of China.

In each of his academic settings, Attorney Davey was active in student government organizations and was the Student Representative to the Faculty Senate. From 2012 to 2018, Mr. Davey served on the University of New Haven Alumni Association and was President 2015-2018, Programs-Events Chair (2013-2015). He is currently on the Advisory Board for the Henry C. Lee College of Criminal Justice and Forensic Sciences and the University’s Legal Studies Program. He has served as a mentor for numerous pre-law interns and law students. Attorney Davey is also on the Board of Directors (Secretary) for the Whitney Center, Inc., a full continuum of care community that includes independent living options, assisted living, rehabilitation care, skilled nursing, memory care and life care in the community. He has also served on committees supporting the New Haven Country Club.

Attorney Davey has also served as the Connecticut Health Lawyers Association’s Jay Healy Memorial Writing Competition Chairperson, a Director of the Connecticut Youth Services Bureau Association, Chairperson of the Hamden Coordinating Council, Support Staff to the Governor’s Blue-Ribbon Commission on Long Term Care Insurance, Director of the Hamden Fathers’ Baseball/Softball Association, and served on a variety of private, civic and professional workgroups.

Prior to being appointed Commissioner for the Department of Emergency Services and Public Protection (DESPP), Higgins has taken on the crucial role of developing relationships and partnerships at Yale and within the greater New Haven community to ensure access to public safety resources for all. Additionally, he served as a liaison to the broader New Haven community by identifying areas where campus safety, community safety, and community engagement intersect.

As Chief of Police and Director of Public Safety and then Associate Vice President of all Public Safety at Yale University, Ronnell was highly instrumental in signficantly reducing crime on campus, reducing UCR crimes to their lowest levels since Yale began reporting in 1985. He developed and led numerous programs supporting excellence in on-campus safety, community policing, and deep collaborations with stakeholders, leaders, and members of both the University and City of New Haven communities while, at the same time, ensuring a leading-edge focus on efforts to reduce community violence. Additionally, he drove initiatives capitalizing on 21st century policing principles that enhanced on-campus practices, including appropriate handling of numerous high-profile situations.

Considered a principled and trusted advisor, Ronnell has earned a reputation for thought leadership in on-campus policing and is recognized as a talented facilitator of greater integration (merging both the urban and the academic) and leveraging local, state and federal resources. He has maximized the use of public safety systems, leveraging technology to achieve community safety.

His active involvement in various government and community groups has earned him recognition for his influence and unwavering dedication to his work, including being named among the "Most Influential People in Security" by Security magazine and one of the "100 Most Influential Black People in Connecticut" by the Connecticut NAACP.

Higgins received a Bachelor of Science degree in law enforcement as well as a Master of Arts degree in security studies. He firmly believes in the value of listening, learning, and leading as essential components in the pursuit of excellence in public safety and law enforcement. His academic background, coupled with his professional experience, reflects a deep commitment to ensuring the safety and well-being of the Yale community while also demonstrating a strong understanding of the complexities of security and law enforcement. As Commissioner of DESPP, he brings the same passion for inclusive and collaborative leadership to his role. His primary goal is to ensure that every voice is heard and the citizens of Connecticut have access to the necessary public safety resources.

Dr. Lee is currently a Emeritus Professor of the University of New Haven, Founder of Institute of Forensic Science. He has also the Director/Founder of Forensic Research and Training Center since 1975. He was the Chief Emeritus for the Connecticut State Police during 2000-2010 and was the Commissioner of Public Safety for the State of Connecticut from 1998 to 2000 and has served as the state’s Chief Criminalist/ Director of Forensic Lab from 1978 to 2000. Professor in Forensic Science at UNH from 1975-2023. Research Scientist at New York University Medical Center from 1968-1975, Police Captain of Taiwan National Police from 1960-1965.

Erik is a FORVIS, LLP partner and a member of FORVIS' Forensic and Valuation Services practice. He has over 30 years of experience serving clients across industry sectors. Erik’s work in business disputes and litigation includes serving as an expert witness, acting as a neutral arbitrator/accountant in numerous post-acquisition (purchase price) and other business disputes, and serving as a consulting expert. His experience also includes leading board and internal investigations of alleged violations of the Foreign Corrupt Practices Act (FCPA), False Claims Act (FCA), Physician Self-Referral Law (Stark), Anti-Kickback Statute (AKS), Securities Exchange Commission (SEC) financial reporting standards, as well as general fraud statutes. He is active not only at UNH but in his local community where he serves on various not-for-profit boards.

Robert "Bobby" McDonald

Robert "Bobby" McDonald holds a bachelor's degree and a master's degree in Criminal Justice from the University of New Haven, as well a master's degree in Management from Johns Hopkins University in Baltimore, MD.

He has experience as both a State of Connecticut and United States Probation Officer and spent over 20 years with the United States Secret Service. Throughout his career, he completed assignments at the New Haven Resident Office in Connecticut, as well as the Presidential, Vice Presidential, and Dignitary Protection Divisions in Washington, DC. He coordinated security for numerous foreign and domestic dignitary visits, as well as several National Special Security Events, including the 2011 APEC Summit in Honolulu, HI and the 2012 G8 Summit at Camp David in Thurmont, MD. McDonald also spent time in charge of all asset and personnel allocations for the agency in the Office of Protective Operations and was the operations supervisor at the U.S. Secret Service academy located in Beltsville, MD. He is considered an expert in executive protection, intelligence, and event planning operations, as well as a leading authority of protective travel logistics and training.

Arthur Meister served four years in the the United States Air Force Police, ten years with the Connecticut State Police, and 24 years with the Federal Bureau of Investigation (FBI) as an investigative and supervisory special agent. He supervised a number of successful international organized crime investigations. He became Chief of the FBI’s National Center for the Analysis of Violent Crime (NCAVC), a behavioral crime analysis and threat assessment service available to law enforcement worldwide. For his restructuring and revival of the FBI’s Violent Criminal Apprehension Program (ViCAP), he was selected a year 2000 ComputerWorld/Smithsonian Laureate for Historic Innovation in Government and Non-profit Organizations. He taught college accredited management courses to police mangers attending the FBI National Academy, and was the Program Manager for mandatory management training of FBI Supervisors. In retirement he wrote a management book for police supervisors.

Mr. Rodriguez has achieved the following qualifications Certified Public Accountant, Certified Anti-Money Laundering Specialist, Certified International Privacy Professional, a Diploma in Investment Compliance (UK) issued by the Charter Institute for Securities and Investments, a Certificate in Cyber Security Oversight issued by the Sotiware Engineering Institute at Carnegie Mellon University, and a Certified Crypto-Currency Risk Specialist.
